Whitey and I have written some navigation programs that may be useful to you.  At the right is an example of a chart created with GE2KAP that took an existing chart and overlayed it on Google earth so it has both the land detail and  also the depths and navigation markers.

 

You can download the programs on the Download page.  They are all free but if if you feel so inclined, you can donate above so I can continue developing and supporting these programs.
